Rail Land Development Authority (RLDA)

Rail Land Development Authority (RLDA) is a statutory authority of Ministry of Railways and has been duly constituted in terms of Extraordinary Gazette Notification dated 31.10.2006. The mandate of RLDA is to generate revenue through long term leasing of “vacant & surplus Railway Land & air space”.

RLDA is a very lean and efficient organization of Indian Railways. Experience & expertise acquired in RLDA enhances the knowledge base especially in Land management station development, contract management and finance management, valuation & marketing in competitive business environment. Vacant Post: Joint General Manager (Civil) / Deputy General Manager (Civil)

• Scale of pay of the deputation: JGM: Level-13 (7th CPC) DGM: Level-12 (7th CPC)
• Number of Posts & Location: 06* (Six) at Delhi
• Terms of Appointment: Normal deputation terms
• Tenure of Deputation: 5 years (3 years + 2 years i.e. 4th and 5th year extendable by VC/RLDA.)

Eligibility

JGM (Civil): Working on analogous posts or Group ‘A’ officer working on regular posts in Pay Level 13/Level 12 of IRSE cadre of Indian Railways or Civil engineering officers having corresponding grade and 9 years Group ‘A’ service on regular posts in Civil Engineering Cadre of Central Government/State Govt./ Indian Railways or its equivalent in PSUs/ Statutory Authorities.

DGM (Civil): Working on analogous posts or a Group A or Group B Gazetted officer working on regular post in Level 12/Level 11 from Civil Engineering Cadre of Indian Railways/Central Govt./State Govt./PSUs/Statutory Authority having Degree in Civil Engineering with 6 years of service in Group ‘A’/Group ‘B’ or Diploma in Civil Engineering with 15 years services.

Desirable:

• Previous experience of Planning & execution of Land/Esate.
• Experience of working in organization/area connected with Land Management.
• Experience in Tendering work.
• Knowledge of Computer.

Others

One scale higher than parent grade is permissible for officers up to Pay Level-12 or deputation allowance if posted in same grade. Railway accommodation/Railway Passes are also permissible for Railway Officers, Liberal Lease facility including self-lease, Conveyance Allowance/Official Vehicle, liberal medical facilities, Soft furnishing allowance, electricity allowance etc, are also available. Applications received through proper channel and with verification of service particulars, SPE/D&AR/VIGILANCE clearance and enclosure of APARs will be preferred. However, a copy of the application may also be sent by the applicant in advance to RLDA for timely processing of selection. On selection, the applicants will be allowed to join RLDA after NOC, vigilance/D&AR clearance, and relieving by parent office.

The Rail Land Development Authority {रेल भूमि विकास प्राधिकरण} (RLDA) is an Indian government authority for the development of unused railway land. The Indian Planning Commission has estimated a requirement of Rs 2,0272 billion (US$494 billion) as investment in infrastructure during the Eleventh Plan period. Of this, the requirement for Railways is anticipated as Rs 2800 billion (including Rs 300 billion only for the Dedicated Freight Corridor). As much as Rs 2324 billion (83%) of this requirement is expected to be met by investment from the public sector.
