Qualification
A graduate/post-graduate in Agriculture with minimum 5-6 years field experience in agriculture & allied sciences/rural livelihood enhancement project in tribal areas -Recently retired employee of Govt./ Govt. Public Sector Undertaking in the rank of a Deputy / Joint Director or above in Agriculture Department, having above qualification and with no serious health conditions, can also be engaged as per prevailing norms with age below 65 years. Pending criminal/departmental proceedings in case of retired Govt. employee will be a bar to apply for the post. He/She should not have been punished/convicted in criminal/disciplinary proceedings.

Instructions
Background:- Keeping in view of success of OTELP programme, Govt. of Odisha extended the programme as OTELP Plus to the existing districts with new areas and 3 new districts. The programme is being implemented in 10 districts of 50 blocks covering 2695 villages. It was operationalised from December, 2012. Initially the programme started in Koraput and Malkangiri Districts. Subsequently, the programme was extended to Gajapati, Kandhamal, Kalahandi, Nabarangapur, Keonjhar and Mayurbhanj Districts. The programme is yet to be implemented in Rayagada & Sundergarh Districts. Detail Project Proposal preparation is in progress for submission to Govt. to implement the OTELP Plus in Sambalpur,Deogarh and Balasore Districts as a part of extension of OTELP Plus to new districts. The special feature of OTELP Plus is bottom up planning, execution and monitoring by the community facilitated by the NGOs at field level and ITDAs at the district level. The programme is managed, owned and controlled by the community & community based institutions at different levels. Various Subject Matter Specialists are kept for monitoring, supervision and other designated functions assigned from time to time
