NHDCL has been registered under the Companies Act of the Kingdom of Bhutan in 2009 with the mandate to provide housing for the low income section of the population especially in Thimphu and Phuentsholing. NHDCL is also tasked to construct and manage government residential accommodations, develop appropriate housing allocation system to civil servants and to determine rental charges. On 1 June 2011, NHDCL has been formally de-linked from the Ministry of Works and Human Settlements.
