Responsibilities
The expert will be based in the Office of Head, DWSS, Mohali on full time basis and would be assigned following responsibilities I. To assess project results: to find out if and how objectives are being met and are resulting in desired changes. II. To improve project management and process planning: to better adapt to contextual and risk factors such as social and power dynamics that affect the project progress. III. To promote learning: to identify lessons of general applicability, to learn how different approaches to participation affect outcomes, impact, and reach, to learn what works and what does not, and to identify what contextual factors enable or constrain the implementation of project IV. To understand different stakeholders' perspectives: to allow, through direct participation in the monitoring and evaluation process, the various people involved in the sector. Making M&E system participatory and open data based involving community monitoring to help community members track the progress of their schemes. V. To ensure accountability: to ensure M&E system has appropriate indicators which focus on outcomes so that the department’s accountability to all stakeholders including the government is more meaningfully measured. VI. To measure Outputs, outcomes, impact and reach of various project components. VII. To oversee the development of MIS: DWSS is in the process of rolling out new MIS as well as Mobile app for monitoring various works of the department. M&E expert shall ensure the system consolidates sector performance data at the state level and carry out periodic review of inputs and processes through targeted evaluation and suggest strategic inputs for further strengthening the system. VIII. The M&E Expert shall Identify the different units involved in planning & implementation, Identify items on which feedback is required. Develop proforma for reporting. Determining the periodicity of reporting. Fixing the responsibility of reporting at different levels. Integrate new reporting formats into MIS/ strengthen existing formats. Processing and analyzing the reports. Identifying the critical / unreliable areas in implementation. Providing feedback to corrective measures

Desirable a) Experience of working with Panchayati Raj Institutions on Environmental Sanitation such as fecal sludge management, social development will be an added advantage. b) Experience of work on multilateral supported projects on Solids & Liquid Waste management would be preferred. c) Working knowledge of Solid Waste Management & handling rules 2016 framed by Ministry of Environment, Government of India. d) Working knowledge of constructed wetlands/Root zone/waste stabilisation ponds for waste water treatment. e) Ability to assist department of water supply sanitation/rural development & panchayat department to develop state level SLWM strategy. f) Ability to Plan, organise and implement large scale projects. g) An ability to multitask and perform under tight deadlines. h) Ability to work with diverse team and engage with communities.

About Department of Water Supply and Sanitation (DWSS, Punjab) – डिपार्टमेंट ऑफ़ वाटर सप्लाई एंड सैनिटेशन:

Department of Water Supply and Sanitation was initially known a Public Health Branch of PWD which came into existence in the year 1956. Prior to that it was functioning as a part of Building and Roads Branch. The department was responsible for all types of Public Health Engineering Works viz. Water Supply and Sanitary installation in Government Buildings/Institutions and Public Health Engineering works in Urban Estate, grain markets etc. In the year 1975, functions of Punjab PWD (Public Health Branch) were vertically split up into three wings viz. Govt. Works, Rural Water Supply Works and Works of Local Body department. The Govt. Works Wing was responsible for Public Health Works in all Govt. buildings, Urban Estate, Harijan Basties and grain markets etc. Rural Water Supply Wing was responsible for design, construction and maintenance of Rural Water Supply Schemes whereas Local Bodies Wing was responsible for the provision of water supply and sewerage in Municipal Areas. On 1st January 1977, Local Body Works Wing was converted into a Board and named as Punjab Water Supply and Sewerage Board.
